Bulk update warmup status

`PAUSE` stops any of the given mailboxes currently `RUNNING`. `RESUME` restarts any that are `PAUSED` and still connected - disconnected mailboxes are skipped (see `skippedDisconnected`) since resuming them would just queue sends that fail.
